- Disabilities and needed treatment technologies are complex
- Complex funding streams come with very specific requirements
(Medicaid, federal block grants, etc.)
- Specified services or programs are funded
(Programs of Assertive Community Treatment, Atypical medications)
- Funds for non-categorical services have not increased and must cover:
- Emergency services
- Case Management
- Services for all indigent consumers
- All Infrastructure and QA requirements
- CSBs have been given clear directives by the General Assembly and the Administration to maximize Medicaid dollars.
- More Medicaid-covered consumers are being served with highly specific services diminishing service provision flexibility.
- Fewer dollars available for population not covered by Medicaid.
