I. BACKGROUND AND ROLE OF CSBS
When CSBs were established in Code in 1968, the primary purpose of CSBs was to develop and build a community based treatment system for consumers of mental health and mental retardation services. One of the focal points for the community at that time was consumers being released from state psychiatric facilities and training centers. Yet that was not the only focal point since the purpose of building a community system was to prevent institutionalization in the first place. Over the years, the need for services has always outstripped the resources to provide those services in the CSB system of care. It is also important to note that it was not until 1978 that CSBs assumed the responsibility of building a community network of services for substance abuse treatment.
Last year, CSBs served an unduplicated count of approximately 195,000 consumers.
CSBs are funded through federal block grants, state General Funds, Medicaid fees, local funds, and other fees. Local funds contributed vary from 10% to over 60% in affluent areas.
