HOW WILL VIRGINIA ACHIEVE THIS SYSTEM?
- Establish direction in policy or in Code for an array of community services to be developed and made available to all children regardless of funding eligibility.
- Develop a specific funding stream for these services only.
- Establish the intention that these services will follow children wherever they go, whether it is a psychiatric unit, a correctional setting, etc.
