• Direct public funding sources such as Medicaid and the children's health program to define services so that the broadest numbers of children can receive them, which will assist with the funding streams.

• Establish incentives for professionals who specialize in children's services to work in Virginia and seek ways to increase education and training opportunities at institutions of higher learning.

• Develop strategies that will increase the number of acute psychiatric beds for children, public and/or private.
