The target populations are those eligible populations that previously were provided services from funds that covered costs for:
- Children placed in private school educational program placements;
- Children placed in programs or who receive services as a part of their foster care services (whether custodial, non- custodial or preventive in nature);
- Children for whom services are ordered through the juvenile and domestic relations district court or who are committed to the DJJ and admitted to residential placement.
