The Mandated populations are those children for whom the state must provide funding and services based on Federal law and regulations.
- This includes children in foster care and children with Individual Education Plans (IEPs).
- Not all service needs of mandated populations can be funded with Mandated dollars. Some services are considered eligible only for Non-Mandated funding.
NOTE: It is important to note that all other children who are eligible or targeted for CSA are considered non-mandated populations. No locality is required to fund services to these non-mandated populations and many do not.
