CSA: A SIGNIFICANT DIFFERENCE IN CHILDREN'S SERVICES
Funding from the Comprehensive Services Act (CSA) is complex and does not cover all needs of children.
- Although designed to develop the community-based service infrastructure through its Trust Fund, this funding source was eliminated after a few years.
- Also designed to eliminate categorical funding, CSA continues to maintain categorical funding through its designation of Mandated and Non-mandated populations.
- The broadest category of CSA eligibility includes children with serious emotional disturbance (SED) and those in the target populations.
