        Future of Virginia’s EnvironmentErosion and Sediment Control and Stormwater Management

In its first meeting of the 
        year, the subcommittee heard presentations on LID and Virginia Soil and 
        Water Conservation Districts. The subcommittee also received a staff presentation 
        on stormwater management/erosion and sediment control programs and followed 
        up on potential recommendations that were carried over from the previous 
        year. Issues that the subcommittee will consider at its next meeting for 
        recommendation to the full commission include: revising erosion and sediment 
        control laws to require performance bonds, increasing penalties for violations, 
        enabling third party collection of damages for violations, and requiring 
        all localities to adopt stormwater management programs. The subcommittee 
        will also further examine the issue of LID and the potential for statewide
