- No entity has full ownership of the MH and SA needs of offenders. Each one of the state and local agencies has a portion of responsibility, but there are no mechanisms to work beyond the Code and regulatory requirements of each state agency and at the local level, unless the local agencies have developed a local system of some kind.
III. Without Code and other requirements, there are no funding streams that would coordinate the services. Each state agency has highly-specified funding expectations and requirements and would look to sister agencies to fulfill many of the needs. At the local level and with the presence of local funds, local agencies can override some of the agenda to coordinate services. Such services will not be standard but will grow up as programs unique to the localities and totally dependant upon the funding that local agencies can contribute. As a result, only the most pressing needs will be met.
