In an attempt to further define the 8th Amendment requirements, the Idaho U.S. District Court in 1984 derived the “minimally adequate prison mental health system.”
It isn’t mandatory authority in Virginia, but is illustrative of some useful actions to help uphold the 8th Amendment.
