Continuing the Joint Subcommittee Studying Remedial Summer School. Continues the Joint Subcommittee Studying Remedial Summer School as the Joint Subcommittee on Remediation to examine and evaluate the system of remediation in the public schools. The joint subcommittee is requested to (i) continue its examination of the issues and objectives enumerated in House Joint Resolution 529 (1995) and House Joint Resolution No. 84 (1996); (ii) assess the potential impact of the SOLs, SOAs, and statewide student assessments on the need for remedial programs; (iii) evaluate the effectiveness of existing remedial programs; (iv) review all statutory and regulatory requirements and any legislation carried over to the 1999 Session pertaining to the remediation of students in grades K-12 vis-a-vis the joint subcommittee's findings and best educational practices; (v) recommend appropriate and feasible alternatives to facilitate the early identification of students educationally at-risk and the delivery of remedial programs throughout the school year; and (vi) consider such other issues related to its charge which it may deem necessary.

S. Office for Civil Rights to provide legislative representation and oversight during the civil rights audit and the federal identification of vestiges of the dual system of higher education; (iv) conduct a state examination to identify any vestiges of the dual system of higher education, including retaining a consultant in accordance with the Virginia Procurement Act to assist the Commission in this effort; and (v) identify and review all preferences other than race used in the college admissions process.

Continuing the Joint Subcommittee Examining Electric Utility Restructuring in the Commonwealth. Continues the joint subcommittee examining the potential for electric utility restructuring within Virginia. The resolution directs this joint subcommittee to continue work begun in 1996 pursuant to Senate Joint Resolution No. 118, and continued in 1997 in response to Senate Joint Resolution No. 259. These studies examined one central issue: whether Virginia should restructure its electric utility industry to (i) eliminate the exclusive service territories through which franchised electric utilities and cooperatives furnish electric power, and (ii) permit electricity customers to purchase electric power from the seller of their choice. This resolution directs the joint subcommittee to review, in detail, the restructuring legislative proposals it has received to date, as well as such other proposals as it may receive, and to obtain such technical assistance as it may require in reviewing the potential impact of such proposals or any of their components. Significantly, the resolution directs the joint subcommittee to develop a comprehensive restructuring proposal for Virginia's electricity market. Split rate tax. Creates a joint subcommittee to study split rate tax systems for purposes of fostering redevelopment of Virginia's cities. Split rate tax systems provide a lower tax on buildings than on land and thus promote the development and maintenance of improvements in cities. Innovative school funding methodology. Establishes a joint subcommittee of 13 members to study school funding. This resolution makes note of the crucial need for school construction in Virginia and the estimates of costs that go as high as $8 billion. Meat and poultry inspection. Requests the Department of Agriculture and Consumer Services to study program alternatives that would allow small farmers to sell meat on the farm directly to consumers. Currently, small poultry farmers have this opportunity, but there is no similar mechanism in place for small livestock farmers. At the conclusion of the study, the Department is to recommend a program in a form suitable for submission to the USDA and Virginia's Congressional Delegation for assistance in implementation.

Gender discrimination in college sports. Establishes a joint subcommittee to study gender discrimination in college sports. The joint subcommittee is requested to (i) review the requirements of Title IX of the federal Education Amendments of 1972, relative to the impact on female participation in intercollegiate sports; (ii) determine the extent to which Virginia colleges and universities are in compliance with Title IX through a comprehensive examination of the institution's financial assistance to the women's athletic program, whether the institution accommodates women's athletic interests and abilities, using the criteria imposed by Title IX for such determination, and whether other benefits, opportunities, and treatments afforded sports participants are equivalent; and (iii) make such recommendations as the joint subcommittee may deem necessary to ensure that Virginia institutions of higher education comply with federal laws and regulations prohibiting gender discrimination. Midwifery. Creates a joint subcommittee to study legislative reforms related to improving consumer access to professional maternity care in out-of-hospital settings. Emergency Medical Services. Establishes a joint subcommittee to study the emergency medical services (EMS) system in the Commonwealth. The joint subcommittee is requested to, among other things, (i) examine the governing structure of the EMS system with the view toward determining the basis for and resolving the growing friction between the local emergency medical services offices, the volunteer system, and the State Emergency Medical Services Office; (ii) identify the continuing issues and problems concerning the education and training of emergency medical services personnel; (iii) identify the issues surrounding the controversy pertaining to paid and volunteer emergency medical service personnel; (iv) examine issues related to private ambulance services; (v) determine the adequacy of emergency medical services throughout the Commonwealth, including the status and needs of the State MEDIVAC System; and (vi) consider such related issues as the joint subcommittee may deem necessary to ensure the viability of the statewide EMS system.

Establishes a nine-member joint subcommittee to study the efficacy and appropriateness of establishing reduced tuition charges for specific academic programs offered at public institutions of higher education.
