SJR 330 - Joint Subcommittee to Study the Vehicle Towing and Recovery IndustryNovember 14, 2005The final meeting of the Joint Subcommittee to Study the Vehicle Towing and Recovery Industry was called to order and opening remarks were made by the chairman, Senator Jay O'Brien from Fairfax. STAFF PRESENTATION OF DRAFT LEGISLATION Dr. Alan Wambold, staff for the study, gave a presentation on draft legislation prepared at the request of the chairman. Among other regulatory provisions, the proposed legislation establishes a new Board of Towing and Recovery Operators to license and regulate the towing and recovery industry. DISCUSSION The members of the joint subcommittee discussed the suggested provisions. Stakeholder representatives present at the meeting who also spoke to the draft legislation included Christopher LaGow, Insurance Industry, Lee Stevens, Major Incident Heavy Recovery Operators Association, Joanne Maxwell, DMV, Travis Hill, American Automobile Association, Bruce Keeney, Association of Towing and Recovery Operators, David Bolling, Independent Automobile Dealers Association, Sargeant E. J. Wimberly, Fairfax County Police Department, and Lt. Steve Chumley, Virginia State Police. The joint subcommittee
members agreed that language needs to be included in the budget bill to
accommodate the creation of a Board of Towing and Recovery Operators as
outlined in the proposed legislation. The draft was adopted without opposition
by the members of the joint subcommittee as suggested legislation for
