Virginia Housing Commission

Thirty-two bills
and resolutions were referred to the Virginia Housing Commission for study
by the General Assembly during the 2005 Session covering six areas: Residential
Landlord and Tenant, Eminent Domain, Zoning and Comprehensive Plans, Code
Enforcement and Professional Regulation, Community Associations, and Miscellaneous
Issues. Two Commission work groups were formed to complete the studies
during the interim: Affordable Housing and Policy Issues and Eminent Domain/
Blight Removal/ Brownfields and Remediation Issues.
AFFORDABLE HOUSING
AND POLICY ISSUES WORK GROUP
The work group will
hold four meetings with one meeting possibly held in Northern Virginia.
The following bills were assigned to the work group:
- SJR 376 - Exempting
nonprofit organizations that construct low-income housing from certain
zoning provisions.
- SJR 370 - Notification
and right of first refusal to local housing authorities and nonprofit
housing organizations upon intended sale of multifamily properties.
- SB 1206/ HB 2167
- Affordable housing; developer contributions.
- HJR 596 - Comprehensive
impact of residential overcrowding on localities.
- HJR 719 - Local
incentives to developers to preserve affordable single and multifamily
housing.
EMINENT DOMAIN/BLIGHT
REMOVAL/ BROWNFIELDS AND REMEDIATION ISSUES
The work group will
hold three meetings and continue the blight
removal and eminent domain study that started last year. The following
bills were assigned to the work group:
- SB 1269 - Housing
Authorities Law; exercise of eminent domain to acquire blighted commercial
properties.
- HB 1806 - Local
condemnation authority; definition of public uses.
NEXT MEETING
Commission work groups
will meet June 9, 2005, in House Room C of the General Assembly Building
in Richmond, Virginia. The Affordable Housing and Policy Issues Work Group
will meet at 10:00 a.m. and the Eminent Domain/Blight Removal/Brownfields
and Remediation Issues Work Group will meet at 1:00 p.m.
