1. Equity – Benefits v. Ability
Equity may be judged against either
- Benefits received – if benefits not general and specific beneficiaries are identifiable, it is fair that those who benefit pay the costs
- Limited by problems in measuring benefits
- Ability to pay – appropriate concept if
- Benefits are general, not specific; and/or
- Redistribution is an important objective
