RATHER, RECOGNIZING THE PRESENT UNCERTAINTY -- BOTH TECHNOLOGICAL AND ECONOMIC -- AS TO THE APPROPRIATENESS OF COMPETITION FOR THESE SERVICES, SECTION 56-578(A), IN CONJUNCTION WITH THE DEFINITION OF "COMPETITIVE ELECTRIC SERVICES," AUTHORIZES THE COMMISSION TO DETERMINE IF AND WHEN COMPETITION WOULD BE APPROPRIATE FOR THESE SERVICES.
