COMMENTS PREPARED FOR THE SJR 91 CONSUMER, ENVIRONMENT, AND EDUCATION TASK FORCE

As Virginia moves toward deregulation, the provision of unbiased consumer education regarding the transition to retail competition will become an absolute necessity.

We are particularly concerned that low-income citizens will have an especially difficult time in understanding and disseminating the volumes of information and marketing claims, which will be available, regarding the purchase of electricity.

It is essential that properly funded public information and consumer education programs be available and that the necessary personnel are hired and trained to provide this service.

A tremendous resource that is already in place is the Virginia Weatherization Program which is an existing statewide network of service providers that are already conducting energy education programs for low-income people on a daily basis.

The Weatherization network, with additional funding and training, would be ready and able to assist low-income consumers in the complex task of understanding deregulation and realizing that making the right choices will be a result of proper education and information.

The Weatherization Program could also help in the areas of monitoring the various marketing claims, investigating consumer complaints, and addressing other consumer concerns.

The Virginia Weatherization Program is the most effective Public Benefit Program in the Commonwealth and our resources, expertise, and experience should be utilized to the fullest extent that is feasible.
