2004 Work Groups

1. Regulatory and Financial Issues.
Charge: Review and recommend policies aimed at identifying and alleviating regulatory and financial obstacles to the production and maintenance of affordable housing; develop incentives for local government to eliminate regulatory barriers; review the impact of economic development on affordable housing. The work group shall develop a work plan providing for (i) an interim report to the full Commission by November 15, 2004, and (ii) a final report to the full Commission by November 15, 2005. 2. Local Revitalization and Blight Removal.
Charge: Identify community revitalization trends, issues and opportunities at the local, regional and state levels; review existing statutory provisions dealing with blight removal and the enforcement of the Uniform Statewide Building Code and other relevant regulatory provisions to determine which statutes and enforcement provisions are successful and which are not successful. The work group shall develop a work plan providing for (i) an interim report to the full Commission by November 15, 2004, and (ii) a final report to the full Commission by November 15, 2005. 3. Special Populations. (Will commence work during the 2005 interim)
Charge: Review and recommend policies relating to housing opportunities for low-income persons, persons with special needs, minorities and new immigrants. The work group shall develop a work plan providing for a final report to the full Commission by November 15, 2005.

4. Eminent Domain Work Group.
Charge: Review the current eminent domain laws, policies and practices and how such laws policies and practices are implemented across the state; develop a definition or criteria for the determination of public use; review eminent domain legislation referred to the Commission and provide recommendations for action.
