For MH Needs:

• There is no statewide protocol for localities who incarcerate offenders with MH needs

• There exists proven technology to support transition to communities with
  • Stable residence
  • Effective medications
  • Intensive support such as PACT

• Such technology is expensive but may avoid incarceration or institutionalization.
