- Discharge planning provided to all jail inmates to establish community linkages; detainees work with the same staff person from intake through release; court liaison program is built into the screening process and is provided by magistrates on a 24-hour basis in consultation with pretrial services staff; mobile crisis unit diverts individuals with mental illness from jail and trains officers and magistrates in mental health issues.
