• Emergency services ( Code requirement for CSBs)

• Case management as resources are available  (Code requirement for CSBs)

• Care and treatment for all those not eligible for Medicaid or those who are Medicaid eligible, but need a service not reimbursed by Medicaid. (Safety Net)

• Infrastructure and quality assurance.
