Background When CSBs were established in Code in 1968, the primary purpose of CSBs was to develop and build a community based treatment system for consumers of mental health and mental retardation services. Over the years, the need for service has always outstripped the resources to provide those services in the CSB system of care. Community waiting lists of adults and children mean that CSBs, in conjunction with local governing bodies, must make very difficult decisions about what services to develop and deliver and to which target populations.
