• Require healthcare providers with licensed psychiatric beds to regularly submit data

• Resource requirements:

- Appropriate $23,350 for FY04 to VHI for the development/implementation effort

- Appropriate $8,700 for FY05 and FY06 to VHI for annual on-going maintenance
