Regional Jails may serve well as secondary level treatment sites
- Use of a referral approach similar to the process used for admission to state hospitals would enhance access to services.
- Concentration of inmates with treatment needs would allow for a high level of care
- Could result in considerable savings relative to cost of treatment in a DMHMRSAS facility.
