Commitment to meeting LSE obligations is managed within the PJM eCapacity system.
Unforced Capacity values are determined from unit performance data.
Deliverability is measured by various criteria:
Units in place within the control area under prior agreements
Deliverability established by historical analysis
New control area capacity ( or additions to existing control area capacity)
Follows generation interconnection process
Resources outside the PJM control area
Request approved for firm service for the capacity resource value on the PJM OASIS. This process assures that Available Transfer Capability (ATC) is available and results in the corresponding reduction of ATC for approval of the capacity resource.
Provide a “letter of non-recallability” to PJM for the resource. This assures PJM that the resource is not committed as a capacity resource in another control area. PJM requires that all capacity resources not out of service provide energy to PJM when PJM declares “Maximum Emergency Generation”
Unit performance information is provided in the form of NERC/GADS reporting data.
