- June 3, 1999 - Dominion, four other utilities apply for FERC approval of Alliance RTO (ARTO).
- October 16, 2000 - Dominion applies for Virginia SCC permission to transfer operational control of transmission system to ARTO (suspended).
- September 21, 2001 - Dominion asks NCUC for permission to transfer operational control of transmission system to ARTO (later withdrawn).
- January 24, 2001 - FERC gives ARTO preliminary “scope and configuration” approval, later issues four more orders supporting ARTO startup.
- December 19, 2001- Notwithstanding previous orders, FERC now rules ARTO “lacks sufficient scope…”
