Two provisions of current law grant significant elderly preferences
- Failure to tax Social Security to even the extent the federal tax does
- Subtracting $6,000 (ages 62-64) or $12,000 (age 65+) of otherwise taxable income

Based on the 1998 returns database, these reduce revenue yield by approximately 5%
